Jakarta, Indonesia Sentinel — As Eid al-Fitr approaches, many Indonesian companies have yet to fulfill their obligation to pay the mandatory holiday allowance, known as Tunjangan Hari Raya (THR), to employees. Indonesian government emphasized that company fail to pay THR will faces sanctions and penalties.
As of Thursday (March 27), Indonesia’s Ministry of Manpower (Kemnaker) had received 1,725 complaints regarding THR payment issues from workers across the country. The Indonesian government has set up a THR Complaint Post (Posko Pengaduan THR), accessible via poskothr.kemnaker.go.id and the SIAPkerja app, available on Play Store.
Kemnaker spokesperson Sunardi Manampiar Sinaga stated that the complaints covered various violations, including unpaid THR, underpaid bonuses, and late disbursements.
“Of the 1,725 complaints, 989 reports involve unpaid THR, 370 complaints concern underpayments, and 366 cases involve late payments,” Sunardi said, as reported by Antara on Saturday (March 29).
The complaints involve 1,118 companies that have allegedly failed to comply with THR regulations. Meanwhile, as of Wednesday (March 26), the ministry had recorded 1,516 consultations from employees seeking advice on THR-related concerns, including 1,446 inquiries about THR and 70 consultations regarding holiday assistance benefits (BHR).
Sanctions for Companies That Fail to Pay THR
To enforce compliance, sanctions will be imposed on companies that violate THR payment regulations, as outlined in Government Regulation (PP) No. 36 of 2021 and Minister of Manpower Regulation (Permenaker) No. 6 of 2016.

According to an official statement posted on Kemnaker’s Instagram account, THR payments are a mandatory obligation, not an option for businesses.
“If a company fails to pay religious holiday allowances as required, sanctions will be applied,” the ministry warned.
The penalties for non-compliance include:
- A fine of 5% of the total THR amount for companies that delay payment. The fine will be allocated for worker welfare.
- Administrative sanctions for companies that completely fail to pay THR, which may include written warnings, business activity restrictions, partial or full suspension of operations, and even business license revocation.
The government has reiterated that companies must disburse THR at least seven days before Eid al Fitr to avoid penalties. The Ministry of Manpower emphasized that paying the fine does not exempt companies from their obligation to pay THR in full.
