Jakarta, Indonesia Sentinel — Indonesia Ministry of Communication and Digital Affairs (Komdigi) has issued letters to 25 electronic system operators, including OpenAI’s Chatbot ChatGPT, warning them to complete mandatory registration or risk sanctions, including potential access restrictions.
“Electronic system registration is not merely administrative. It is a crucial instrument to uphold Indonesia’s digital sovereignty and protect the public within a safe and responsible digital ecosystem,” said Alexander Sabar, Director General of Digital Space Oversight at Komdigi, on Monday (November 17).
Sabar said the requirement is mandated under Regulation No. 5/2020 on Private Electronic System Operators (PM Kominfo 5/2020). Articles 2 and 4 of the regulation oblige both domestic and foreign platforms operating in Indonesia to register before providing services.
The government has socialized the rule since it was issued, but enforcement has been carried out gradually for non-compliant platforms.
“If they still do not register after the notification has been issued, administrative sanctions, including access termination may be imposed in accordance with applicable regulations,” he said.

Komdigi urged all platforms to immediately follow up and complete the registration process.
“We are always open to dialogue and ready to assist with the technical process. But Indonesia’s digital space must adhere to Indonesian law. Compliance is a fundamental requirement for any platform seeking to operate and serve the public here,” Sabar added.
Platforms that ignore the warning may face administrative penalties under the law, including possible service blocking as stipulated in Article 7 of Regulation 5/2020.
Komdigi called on all private electronic system operators on the list to meet Indonesia’s legal requirements by registering through the Online Single Submission (OSS) system.
