Indonesia and France Sign 21 Agreements, Deepening Strategic Ties Across Multiple Sectors

Jakarta, Indonesia Sentinel — President Prabowo Subianto and President Emmanuel Macron signed, presented, and announced a total of 21 bilateral agreements between Indonesia and France on Wednesday (May 28) during a state visit and high-level meeting at the Merdeka Palace in Jakarta, marking a significant milestone in the two countries’ diplomatic relationship.

President Macron’s visit to Indonesia represents a historic chapter in France–Indonesia relations, with the newly signed agreements reflecting a firm commitment to expand their strategic partnership across various sectors.

The deals include joint declarations, government-to-government (G-to-G) cooperation, inter-agency partnerships (P-to-P), business-to-business (B-to-B) agreements, and collaboration between the two nations’ central banks.

Prior to the signing ceremony, the two heads of state adopted four key joint declarations:

  1. The Joint Vision 2050 for advancing the Indonesia–France Strategic Partnership;
  2. A Joint Declaration on Cultural Cooperation;
  3. A Joint Statement supporting a peaceful resolution to the Palestinian issue and the implementation of a two-state solution;
  4. A broader Joint Statement between the Presidents of Indonesia and France.

“These declarations reflect the shared long-term vision of both nations and their mutual contributions to global peace and cultural development,” said the Indonesian Presidential Secretariat in a statement.

Therefore, the five high-profile agreements were publicly showcased before both presidents, including:

  1. A nutrition partnership between Indonesia’s National Nutrition Agency and Danone to improve national health outcomes;
  2. A critical minerals cooperation between Danantara, the Indonesia Investment Authority (INA), and French mining company Eramet, supporting Indonesia’s electric vehicle ecosystem and nickel downstreaming;
  3. A joint investment by PT RGE Indonesia and TotalEnergies to develop solar power plants and battery storage systems, advancing energy transition efforts;
  4. An expansion project between PT Citra Bonang and French yeast producer Lesaffre to bolster food supply chains and support food security;
  5. A green hydrogen development initiative in Eastern Indonesia by PT SMI, PT PLN, and French company HDF, aimed at promoting clean energy through finance-backed electrification.

In addition to the strategic agreements, a total of 11 deliverables were officially signed during the bilateral meeting, comprising 10 government-to-government (G-to-G) and one private-to-private (P-to-P) agreement.

The G-to-G agreements span a wide range of sectors:

  1. A diplomatic capacity-building partnership signed by Indonesia’s Foreign Minister and France’s Minister of State for Francophonie and International Partnerships;
  2. A pact on the exchange and mutual protection of classified defense information (MPCIA), signed by the defense ministers of both countries;
  3. A strategic defense cooperation agreement, also signed by the respective defense ministers;
  4. An agricultural cooperation deal, inked by Indonesia’s Minister of Agriculture and France’s Minister for the Economy, Finance, Industrial and Digital Sovereignty;
  5. A critical minerals and metals cooperation agreement, signed by Indonesia’s Minister of Energy and Mineral Resources and the French economic ministry;
  6. A sustainable forestry cooperation pact, signed by the Indonesian forestry minister and French economic officials;
  7. A creative economy collaboration, signed by Indonesia’s Minister of Creative Economy and France’s Minister of Culture;
  8. A cultural cooperation agreement signed by both countries’ ministers of culture;
  9. A disaster risk management partnership, signed by the head of Indonesia’s National Disaster Management Agency (BNPB) and France’s Minister of State for Francophonie and International Partnerships;
  10. A transportation cooperation deal, signed by Indonesia’s Minister of Transportation and the French state minister.

The P-to-P agreement involved equestrian sports development between Indonesia’s PORDASI and several leading French institutions, including IFCE, FFE, France Galop, and AFASEC.

Indonesia’s central bank, Bank Indonesia, and France’s Banque de France also formalized a cooperation agreement, further underscoring the economic dimension of the bilateral relationship.

The signing and announcement of these 21 cooperation documents highlight the growing depth of Indonesia–France relations and a shared resolve to pursue long-term, strategic collaboration.
