Jakarta, Indonesia Sentinel — Indonesia’s Ministry of Trade (Kemendag) has announced a slight adjustment to the Export Benchmark Price (HPE) for copper concentrate (Cu ≥ 15%) for the first half of June 2025, reflecting minor shifts in global commodity markets.
The updated price was confirmed by Acting Director General of Foreign Trade, Isy Karim. According to Antara, The new HPE stands at $4,552.47 per WMT, up just 0.17% from $4,550.73 in the second half of May.
Karim explained that the benchmark was issued under Ministerial Decree No. 1482/2025, which governs HPEs for export-duty-imposed mining products. The regulation is effective for the first half of June, from June 1 to June 14, 2025.
According to Karim, the slight uptick in the copper HPE was influenced by price movements in copper, gold, and silver on the global market.
“Copper prices have remained resilient despite macroeconomic pressures. Meanwhile, gold prices have dipped due to profit-taking after an April rally, and silver has held steady thanks to strong industrial demand. These dynamics collectively impacted the copper concentrate HPE,” Karim noted.

He added that the benchmark price was determined through inter-ministerial coordination meetings involving the Coordinating Ministry for Economic Affairs, Ministry of Trade, Ministry of Energy and Mineral Resources (ESDM), Ministry of Finance, and Ministry of Industry to ensure the price aligns with real-time market trends.
The Ministry of Trade references international market data from the London Bullion Market Association (LBMA) for precious metals and the London Metal Exchange (LME) for base metals.
Technical input from the Ministry of Energy and Mineral Resources was also used to ensure the pricing is both transparent and reflective of current market conditions.
By issuing the updated HPE, the ministry aims to keep Indonesia’s copper concentrate export policy in step with global developments, ensuring continued benefit for domestic industry players.
