Jakarta, Indonesia Sentinel — The Indonesian government aims to finalize and issue a presidential regulation (Perpres) on artificial intelligence (AI) by September 2025, according to Deputy Minister of Communication and Digital Affairs Nezar Patria.
Nezar said the drafting process is now in its final stage, with completion expected by the end of July 2025. The draft will be opened for public consultation in August before undergoing inter-agency harmonization.
“We hope the regulation will be finalized in September in the form of a presidential decree,” Nezar stated during a press briefing at the Ministry of Communication and Digital Affairs (Komdigi) on Monday (July 28).
Following public consultation, the draft will go through a harmonization process with the Ministry of Law and Human Rights and the State Secretariat before being officially issued by the president.
Nezar noted that the regulation will be based on the AI Policy Dialogue Country Report, a collaborative effort between Indonesia and the United Kingdom. The document serves as a reference for developing a national AI policy that is both concrete and forward-looking.
“As a follow-up, the Ministry will use the results of this dialogue to formulate policy recommendations that are concrete, progressive, and aligned with national interests,” he said.
The report lays out a systematic framework addressing both fundamental and sector-specific issues in AI development and application.
Nezar also highlighted the government’s role as a facilitator and accelerator in building a national AI ecosystem.
“We are currently drafting a national AI roadmap, and this document is one of the key inputs that will help guide the process alongside other materials we’ve already produced,” he added.

Indonesia is taking major steps to regulate the use of artificial intelligence (AI), with the government drafting a presidential regulation (Perpres) aimed at strengthening cross-sectoral AI governance.
There will be two key deliverables that will apply across all institutions, a presidential regulation and an AI roadmap currently in the works.
The Indonesian government hopes the roadmap and the presidential regulation will provide a foundation for ethical, adaptive, and globally responsive AI development. Together, the two documents are expected to balance innovation with public protection, while supporting the growth of a sustainable national AI ecosystem.
