Over 19.000 Inmates Qualified to Receive Amnesty from President Prabowo

Jakarta, Indonesia Sentinel — A total of 19,337 inmates have passed the initial verification and assessment process to receive amnesty from Indonesian President Prabowo Subianto. This number was selected from a total of 44,495 inmates potentially receive an amnesty from the President.

The figures was announced by the Minister of Immigration and Corrections (Kemenimipas) Agus Andrianto, which selected in collaboration with the Ministry of Law and Human Rights.

“Following the initial verification and assessment, 19,337 correctional inmates have met the criteria,” Agus said during a working meeting with Commission XIII of the Indonesian House of Representatives (DPR RI) on Wednesday (February 19, 2025), as reported by Kompas.

Of that total verified inmates, 2,591 individuals were convicted under Article 127 of Law No. 35 of 2009 on Narcotics. Meanwhile, 15,447 individuals fell under the category of drug users as defined by Supreme Court Circular No. 04 of 2010.

“However, we will re-examine this figure, as the Supreme Court Circular No. 04 of 2010 only considers the quantity of evidence, whereas the amnesty targets actual users or consumers,” Agus explained.

Additionally, Agus revealed that 382 inmates convicted under the Electronic Information and Transactions (ITE) Law have passed the verification and assessment process for amnesty. Among them, five were convicted for defamation against individuals, the government, or political dissent, while the remaining 377 were convicted under other articles of the ITE Law.

Other categories that passed the verification and assessment process include 270 inmates and juvenile detainees with special needs or chronic illnesses.

“Additionally, there are 73 individuals with psychiatric conditions, 110 elderly inmates over 70 years old, two disabled individuals, six pregnant women, and 37 women caring for children in correctional facilities,” Agus noted.

The Immigration Ministry also recorded 409 juvenile detainees and 10 inmates convicted of treason as eligible for amnesty following joint verification and validation with the Ministry of Law and Human Rights.

President Prabowo Amnesty 

The government is currently planned to grant amnesty to inmates on humanitarian grounds. President Prabowo approved the initiative after meeting with the Minister of Law and Human Rights following discussions with Coordinating Minister for Law, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra and Minister of Human Rights Natalius Pigai.

“The president will grant amnesty to select inmates currently undergoing assessments in collaboration with the Ministry of Immigration and Corrections,” Minister of Law, Supratman stated.

He added that the amnesty was being granted for humanitarian reasons as well as to reduce overcrowding in correctional facilities. The initiative is expected to alleviate prison overpopulation by approximately 30%.

According to the Immigration and Corrections Ministry, around 44,000 inmates and detainees could potentially be granted amnesty. However, the final number remains undetermined pending further verification and assessment by the Ministry of Law and Human Rights, along with consideration from the DPR RI.
