Police Officer Dismissed and Becomes “Suspect” Over Fatal Shooting on Teenager in Semarang

Jakarta, Indonesia Sentinel — Indonesian police officer Aipda Robig Zaenudin was officially dismissed from duty following a disciplinary hearing on Monday, December 9. The decision came after repeated delays and was linked to the police officer Aipda Robig alleged fatal shooting of a vocational high school student, Gamma Rizkynata Oktafandy.

The ethics hearing, which lasted nearly eight hours from 1 p.m. to 8.30 p.m. local time, concluded with the Professional Code of Ethics Commission (KKEP) of the Indonesian National Police recommending Robig’s dismissal for what it deemed “a disgraceful act.”

Reported by CNN Indonesia, Central Java Police spokesperson Kombes Pol Artanto confirmed that the hearing found sufficient evidence of misconduct, as the officer shot three students of SMKN 4 Semarang, resulting in one fatality.

Robig was detained immediately after the hearing for his alleged criminal conduct. He also has expressed his intention to appeal the decision and was granted three days to file the request with the ethics commission.

Family’s Reaction

The lawyer representing Gamma’s family, Zainal Abidin, welcomed the outcome, stating that it aligned with their demand for accountability.

“The shooting was not carried out in the line of duty, nor was the police officer’s life in danger. This was an abuse of power,” Zainal said. He expressed confidence that any appeal filed by Robig would not succeed.

“An appeal is his right, but i believed it wouldn’t be granted. If the appeal is granted, it will deeply disappoint the public,” he added.

Criminal Investigation: Officer Declared Suspect

On the same day, the Central Java Police upgraded Robig’s status from “reported” to “suspect” following a case review. The decision marked a significant development after more than two weeks of the case being under investigation without a suspect status.

“We have conducted a thorough investigation into the incident, and Robig’s status has officially been raised to that of a suspect,” Artanto noted.

Earlier, the National Human Rights Commission (Komnas HAM) concluded that Robig’s actions constituted a human rights violation following an on-site investigation and forensic analysis conducted between November 28 and November 30.

“Our findings indicate that Aipda Robig Zaenudin’s actions meet the criteria for a human rights violation under Indonesia’s Human Rights Law No. 39/1999,” Uli Parulian Sihombing, Coordinator for Komnas HAM Monitoring Sub-Commission, said in a statement.

The Shooting Incident

The shooting by a police officer on three teenager occurred on Sunday, November 24, outside a convenience store on Jalan Candi Penataran, Semarang. Police officer Aipda Robig allegedly opened fire on three students, fatally wounding Gamma and injuring two others.

Initially, Semarang Police Chief Kombes Pol Irwan Anwar claimed that Robig tried to disperse a brawl involving armed individuals and the shooting was to protect himself from imminent danger. The victims which got shot during the incident described as gang members involved in a violent clash.

However, CCTV footage from the store contradicted the official account, sparking public outrage. The case review ultimately led to Robig’s designation as a suspect and his transfer to the Central Java Police’s Directorate of General Criminal Investigation (Ditreskrimum) detention facility.

Ongoing Investigation

Artanto confirmed that the criminal investigation is ongoing and being handled by the Directorate of General Criminal Investigation. The case files are being finalized before submission to the public prosecutor

“The investigation team has examined 23 witnesses, including Gamma’s friends and other key witnesses,” Artanto stated on Wednesday, December 11, as reported by MetroTV.

Robig will faces multiple charges, including murder, assault, and violations of Indonesia’s Child Protection Law, which carry severe penalties.
