President Prabowo Establishes Financial Intelligence Agency, Restructuring Finance Ministry

Jakarta, Indonesia Sentinel — The Indonesian Ministry of Finance (Kemenkeu) is undergoing significant restructuring under President Prabowo Subianto’s administration, with the addition of new deputy ministers and the establishment of new directorates and agencies. One of the key changes is the creation of a new agency called the Financial Technology, Information, and Intelligence Agency.

The formation of this agency is outlined in Presidential Regulation No. 158 of 2024 regarding the Ministry of Finance, signed and enacted by President Prabowo on November 5, 2024.

Article 7 of Presidential Regulation No. 158 of 2024, outlines the organizational structure of the Ministry of Finance, which introduces a new entity called the Financial Technology, Information, and Intelligence Agency. This agency will operate under the Ministry of Finance and report directly to Finance Minister Sri Mulyani.

Previously, the Ministry of Finance had two main agencies: the Fiscal Policy Agency (BKF) and the Financial Education and Training Agency (BPPK). With the latest restructuring, the BKF has been absorbed into a newly created directorate, leaving the BPPK and the Financial Technology, Information, and Intelligence Agency to support Minister Sri Mulyani.

New Agency’s Mandate

According to Article 53 of Presidential Regulation 158/2024, the Financial Technology, Information, and Intelligence Agency will handle financial intelligence, develop and manage information and communication technology, and oversee data and information management.

The agency’s key functions include:

  • Developing technical policies and plans for IT and communication systems, data management, financial intelligence, digital transformation, and change management.
  • Implementing and managing IT infrastructure, data systems, financial intelligence activities, and digital transformation projects.
  • Monitoring, evaluating, and reporting on IT development, data management, financial intelligence operations, and digital transformation initiatives.
  • Managing administrative functions of the agency.
  • Carrying out additional tasks assigned by the Minister of Finance.

The agency will be supported by a secretariat and six specialized centers, as specified in Article 55 of the regulation.

Introduction of New Directorates

In addition to the new agency, the same regulation introduces two new directorates-general within the Ministry of Finance: the Directorate General of Economic and Fiscal Strategy and the Directorate General of Financial Sector Stability and Development.

  • The Directorate General of Economic and Fiscal Strategy, as outlined in Article 13, will focus on formulating and implementing policies related to economic and fiscal strategies.
  • The Directorate General of Financial Sector Stability and Development, described in Article 45, will be responsible for policy formulation and implementation in financial sectors, including financial professions and international cooperation in the financial industry.

With these changes, the Fiscal Policy Agency (BKF) has been dissolved and its functions integrated into the newly established Directorate General of Economic and Fiscal Strategy, marking a significant overhaul in the organizational structure of Indonesia’s Ministry of Finance.

These reforms reflect President Prabowo’s broader strategy to enhance the Ministry’s capabilities in economic planning, financial stability, and technological modernization.
