Tangerang, Indonesia Sentinel — A mysterious sea fence stretching 30 kilometers in Tangerang, Banten, has sparked public curiosity and concern. Neither central nor local governments have authorized such a structure, leaving questions about its origin and purpose.
Constructed covertly at night by an unidentified group, the fence is made of six-meter-high bamboo poles reinforced with woven bamboo, mesh fabric, and sandbags for stability. Construction reportedly began in July 2024 but only gained widespread attention in January 2025.
Ministry Identifies Tangerang Sea Fence Owner
According to Kompas, The Ministry of Maritime Affairs and Fisheries (KKP) has launched an investigation to uncover the individuals behind the controversial sea fence.
Pung Nugroho Saksono, Director General of Marine and Fisheries Resources Supervision at KKP, stated that the owner’s identity has been uncovered following interviews with local fishermen.
However, he hasn’t yet to reveal the identity of the owner of the sea fence in Tangerang, stating that the matter would first be reported to the leadership of the Ministry of Maritime Affairs and Fisheries (KKP) for further action.
“Earlier this afternoon, we interviewed several fishermen. We’ve gathered some initial insights, and there’s a bit of clarity on the matter,” Pung said, on Friday, January 10, 2025. “We will report this to our leadership to determine the next steps regarding the fence,” he added.
Dismantling Sea Fence
Maritime Affairs and Fisheries Minister Sakti Wahyu Trenggono has vowed to dismantle the fence if it lacks a Sea Space Utilization Activity Compliance Permit (KKPRL). The Minister instructed the Directorate General of Marine and Fisheries Resources Supervision to survey the site and verify the legality of the construction.
“If it’s unauthorized, it will certainly be removed. Any unpermitted structures in marine areas must stop,” Trenggono said, as reported by Antara on Thursday, January 9, 2025.
Trenggono also addressed speculation about the fence being linked to a National Strategic Project (PSN), stating, “I’m not aware of any connection. What’s clear is that any use of marine space, not just in Tangerang but across Indonesia, requires a KKPRL permit.”
Construction of the sea fence has been temporarily halted and sealed off by the KKP under orders from President Prabowo Subianto and Minister Sakti. The move follows complaints from local fishermen and aims to enforce marine spatial planning regulations.

The government has warned the fence’s owner to comply with its directives or face direct dismantling by KKP. “The President has instructed action, and this morning, the Minister directed me to seal the site. We are here to enforce the law and address public concerns,” Pung said, as reported by Antara on January 9, 2025.
