7 Key Figures Behind Illegal Sea Fence Tangerang Revealed

Tangerang, Indonesia Sentinel — The Legal Aid and Public Advocacy Institute (LBHAP) of Muhammadiyah has identified seven parties allegedly responsible for constructing a controversial bamboo sea fence Tangerang, Banten. This information was included in a report submitted to the Indonesian National Police’s Criminal Investigation Agency (Bareskrim Polri).

Gufroni, Head of Research and Public Advocacy at LBHAP Muhammadiyah, stated that the seven individuals and entities are believed to play significant roles in the project of sea fence Tangerang. The information surfaced through social media investigations, which pointed to their involvement.

“These seven names include one corporate entity and six individuals. Some of these individuals are suspected to be associated with the corporation,” Gufroni said on Saturday, January 25, 2025.

1. Agung Sedayu Group

The real estate company Agung Sedayu Group was identified as the primary entity behind the construction of the sea fence.

“We believe Agung Sedayu Group bears the most responsibility. Several videos feature workers openly admitting that this bamboo project is linked to Agung Sedayu Group,” Gufroni explained.

The company’s alleged involvement has been confirmed by workers seen installing the bamboo fence in the Kronjo area.

2. Aguan and His Associates

One individual suspected of involvement is Ali Hanafi Lijaya, a trusted associate of Sugianto Kusuma, also known as Aguan, the founder of Agung Sedayu Group.

“Ali Hanafi plays a key role, not just in this bamboo fence matter but also in other issues like land acquisition and disputes in Tangerang Regency. He is suspected of funding the sea fence project,” Gufroni said.

3. Local Collaborators

Gufroni also named Encun, also known as Gojali, as a facilitator who organized materials and logistics for the project. Another individual, known as Mandor Memet, allegedly coordinated workers and sourced bamboo for the fence.

“These individuals are well-known in the area. They worked closely together on the project,” he added.

4. Village Chief’s Alleged Role

Kohot Village Chief Arsin has also been implicated in the construction. Viral videos purportedly show him directing workers to arrange bamboo along the coastline.

“Although Arsin claims the bamboo was for anti-erosion purposes, further clarification by police is necessary,” Gufroni noted.

5. Jaringan Rakyat Pantura (JRP) Members

Two members of the North Coast People’s Network (Jaringan Rakyat Pantura, JRP) were also reported to authorities. Sandi Martapraja, who claimed the project was a community initiative, and Tarsin, who identified himself as a fisherman, were both named in the report.

“These individuals attempted to portray the fence as a grassroots effort. Their involvement needs further investigation,” Gufroni concluded.

Police Investigation Needed

LBHAP Muhammadiyah has called for a thorough investigation to determine the motivations and legal standing of the bamboo sea fence project, which has sparked public controversy. The group emphasized that clarity and accountability are essential for resolving the issue.
