Jakarta, Indonesia Sentinel — Indonesian Government is set to launch a housing ownership program aimed at citizens without a fixed salary. Minister of Housing and Settlements Maruarar Sirait, also known as Ara, announced that the program will be rolled out by late April 2025, with an initial target of 25,000 housing units.
Speaking at the Presidential Palace complex in Jakarta on Wednesday (March 19), Maruarar stated that the initiative is designed for informal workers, including vegetable vendors, street food sellers, and small business owners who generate income but lack a formal payroll slip.
“They don’t have fixed salaries, but they do have businesses and earnings. That’s why we are preparing around 25,000 housing units for them, which will be handed over by the end of April,” Maruarar states, as reported by Antara.
The official handover ceremony is scheduled for April 25, 2025, with targeted regions including West Java, Central Java, South Sulawesi, South Sumatra, South Kalimantan, West Nusa Tenggara, and others.
“We have requested the President’s presence at the handover event for those without fixed salaries but with stable incomes. The event is set to take place around April 25,” Maruarar noted.
Indonesia Housing Program Target
On the handover day, at least 1,000 housing units will be symbolically given to recipients, Maruarar said. Meanwhile, the overall housing program aims to provide a total of 29,000 units, which will be distributed in stages.
“Our plan is to hand over at least 1,000 units during the event, but in total, we are preparing 29,000 houses to be delivered gradually,” he added.

Last December, Maruarar highlighted the need for innovative solutions to accommodate informal workers—such as street food vendors and ride-hailing drivers—who can afford mortgage payments but struggle to access banking systems due to the absence of payroll records.
To address this, Maruarar has engaged in discussions with various financial institutions to develop a financing scheme that aligns with the government’s Three Million Homes Program.
With the housing program initiatives for informal workers, the government aims to improve public welfare by expanding access to quality homeownership for all citizens in Indonesia.
